Some users won't want the console opening itself. Add an app-wide preference,
backed by @AppStorage("autoExpandConsole") and defaulting on, exposed as a
checkmarked "Expand Console Panel Automatically" Toggle in the View menu
alongside Show/Hide Console.
ConsoleViewModel gains an `autoExpandEnabled` mirror of the preference that
gates `shouldAutoExpandConsole` (now `autoExpandEnabled && activeJob != nil`),
keeping the decision pure and unit-testable; ConsolePanel syncs the @AppStorage
value into the view model. Covered by new ConsoleViewModel tests.
